First State was the first, and remains the only, Community Action Agency in the State of Delaware. Formed in 1965 as the Sussex County Community Action Agency by a group of concerned citizens, we have grown to encompass the entire State, offering a diverse array of programs that target the root causes of poverty. Still going strong after 57 years!
We solicit, collect, purchase and warehouse food from farmers, manufacturers, brokers, wholesalers, retailers and others in the food industry and redistribute it to partners that provide free food to the hungry. In addition to our partnerships, we also distribute food through home delivery partnerships, mobile pantries and food pantries at our Newark and Milford facilities. We take a multi-pronged approach to alleviating hunger. We also offer workforce training programs, financial coaching, nutrition education and benefits outreach.
While SERCAP was founded in Virginia in 1969, the agency expanded its service region into seven (7) southeastern states in the mid-1990s. Currently, SERCAP’s Delaware Team is based out of the Town of Frankford in Sussex County, and serves the state of Delaware and the Eastern Shore of Maryland.
SERCAP's Regional Program provides training, technical, and financial assistance to rural communities, water/wastewater treatment facilities, public and private utilities, public service authorities (PSAs), planning district commissions (PDCs), etc. to support water/wastewater infrastructure projects, community development, and economic development. SERCAP's technical assistance (TA) helps rural communities and water/wastewater systems to build capacity, become self-sustaining, and achieve or maintain compliance with local, state, and federal regulations.
SERCAP’s Delaware office offers a special Septic System Pump-Out Program, only available to Delaware residents.

At What Is Your Voice, Inc., our mission is to empower and support survivors of domestic violence, human trafficking, and related crises by providing skilled Peer Support Advocacy, holistic care, and pathways to long-term independence. Through a structured and therapeutic model, we guide individuals and families toward healing, self-sufficiency, and community reintegration.
SARC is committed to providing healing, hope and empowerment to individuals whose lives have been impacted by sexual violence or domestic violence, whether the assault happened yesterday or many years ago.
